The Environmental Impact Assessment (EIA) report for the Yanshan Petrochemical Dalu Coal-to-Olefin (CTO) Upgrade and Demonstration Project has been officially approved by the Ministry of Ecology and Environment of China. The approval marks the full completion of environmental compliance review procedures, laying a solid foundation for the full-scale construction and high-quality advancement of the project.
As a major outbound expansion project of Yanshan Petrochemical Petrochemical located in Inner Mongolia, the Dalu CTO Upgrade and Demonstration Project embodies the company’s “Going Global” strategic layout. It serves as a core supporting initiative for Sinopec’s secondary entrepreneurship deployment, new industrial layout optimization, and the implementation of the “Four Combinations” development pathway.
Listed in the national Petrochemical Industry Planning and Layout Scheme as a key coal-to-olefin upgrading demonstration project, the initiative aligns closely with China’s dual-carbon strategic goals. Adhering to the development philosophy of ecological priority and green low-carbon growth, the project explores innovative, high-end, clean, and intensive development models for the modern coal chemical industry.
The project features state-of-the-art process equipment and outstanding green development attributes. It adopts advanced pulverized coal semi-waste heat boiler gasification technology and completely eliminates traditional coal-fired boilers. All core large-scale equipment such as air separation units adopts electric drive, significantly improving the overall electrification level of the production system.
Fully conforming to the green power and green hydrogen coupling development trend, the project is equipped with wind and solar power generation supporting facilities, together with a 11,000 tons/year water electrolysis hydrogen production unit. The proportion of purchased green power exceeds 90%, forming a low-carbon and clean energy consumption system.
Benefiting from advanced technological processes and a comprehensive green energy utilization system, key indicators including unit product energy consumption have reached leading domestic industry standards, delivering remarkable demonstration effects in energy conservation, carbon reduction and clean production.
In terms of ecological and environmental management, the project strictly complies with the strictest national and Inner Mongolia regional environmental protection standards and builds a full-process, whole-industry-chain pollution prevention and control system.
All production waste gas is treated through complete dust removal and purification processes to ensure stable and compliant emission. Production wastewater achieves complete zero discharge, while solid waste realizes maximum resource utilization. The comprehensive environmental control system firmly safeguards regional ecological security.
The official EIA approval solidifies the compliance foundation for subsequent construction, commissioning and operation of the project. It guarantees steady progress of all construction and preparation work, and injects strong impetus for building a new-era high-quality development model for Yanshan Petrochemical Petrochemical.
