The Business Environment Council (BEC) hosted the Hong Kong Sustainable Aviation Fuel (SAF) Alliance Annual Meeting 2026 on February 6, bringing together government officials, industry leaders, and experts to discuss key strategies for accelerating the adoption of Sustainable Aviation Fuel (SAF) in Hong Kong.
The event was officiated by Mr. Liu Chun-san, JP, Under Secretary for Transport and Logistics, and focused on supporting Hong Kong’s ambition to become a regional and global SAF hub while reinforcing its leadership position in sustainable aviation.
In the 2025 Policy Address, the Hong Kong Government confirmed its SAF industry chain development strategy, setting a target for SAF to account for 1% to 2% of fuel used in flights departing from Hong Kong by 2030.

Participants also engaged in discussions and business exchanges aimed at strengthening collaboration across the SAF value chain and supporting aviation decarbonization efforts.
Mr. Simon Ng, Chief Executive Officer of the Business Environment Council and Convener of the Hong Kong Sustainable Aviation Fuel Alliance, highlighted the Alliance’s efforts over the past year to advocate for a comprehensive government-led SAF development blueprint.
He welcomed the government's adoption of recommendations proposed by the Alliance, including plans to develop SAF blending facilities, expand production capacity, and establish clear SAF usage targets for 2030.
Mr. Ng emphasized that the industry must move from planning to implementation with a more proactive approach to accelerate SAF adoption and enhance public awareness and support for sustainable aviation initiatives. These efforts will help reinforce Hong Kong’s role as a sustainable aviation hub and contribute to the government’s carbon neutrality target by 2050.
In his keynote address, Mr. Liu Chun-san stated that encouraging the aviation industry to accelerate the use of Sustainable Aviation Fuel remains a top priority.

Mr. Liu stressed that the transition to SAF requires active participation from both businesses and the public. He added that broader support from travelers and corporate customers will be essential in building shared responsibility toward climate goals and positioning Hong Kong as a global leader in sustainable aviation.
The Hong Kong Sustainable Aviation Fuel Alliance was launched by the Business Environment Council in January 2024 to support the government's SAF adoption objectives.
The Alliance conducts research and develops policy recommendations related to Hong Kong’s SAF strategy. It also advocates supportive policies and works to expand the local SAF industry chain while improving competitiveness.
Alliance partners represent various sectors across the SAF supply chain, including airport technical organizations, regulatory bodies, SAF producers and suppliers, aviation fuel users, and non-profit organizations.
Through regular meetings and roundtable discussions, members contributed to the development of the "Hong Kong Sustainable Aviation Fuel Alliance Joint Statement" and the "Hong Kong Sustainable Aviation Fuel Strategy Policy White Paper."
Looking ahead, the Alliance will continue focusing on raising public awareness of aviation decarbonization, building community support for SAF adoption, and helping Hong Kong achieve or exceed its established SAF usage targets.
