1. Optimize Incentive Mechanisms to Consolidate Permanent Safety Awareness

A multi-level hierarchical assessment framework was built to standardize suggestion disposal. All submitted diagnosis proposals are classified into five grades: general, team-level, grassroots-level, plant-level and branch-level. The company’s HSE Committee conducts monthly reviews, while Sinopec regional branches carry out quarterly evaluations. High-quality suggestions are sequentially submitted upward to Sinopec Group for cross-enterprise promotion. The adoption rate of staff safety diagnoses is directly included in annual departmental and individual performance appraisal.

2. Enlarge Safety Prevention Networks via Strict, Regular and Practical Supervision

Apart from monetary rewards, valid diagnosis submissions are recognized via company-wide public notifications, performance score increments and corporate merit applications. The systematic incentive mechanism drives frontline operators to actively identify and resolve on-site safety hazards. Up to now, the company has adopted over 50,000 employee safety diagnosis suggestions and issued more than RMB 400,000 in cumulative incentive funds. In the first half of 2026, employees submitted 662 risk and hidden danger reports, with 100% full rectification completion, and RMB 8,820 in targeted rewards disbursed.

To improve employees’ professional safety diagnosis capabilities, Sinopec Guangyuan launches regular full-staff safety training covering standardized safety management systems, safety auxiliary facility maintenance, natural gas purification process specifications and unified hidden danger elimination standards. The enterprise adheres to a zero-exclusion training model covering all on-site operators, management staff and maintenance personnel.

Leveraging benchmark role models, the company has recognized 16 Safety Diagnosis Pioneers from the sulfur recovery, equipment maintenance and natural gas purification workshops. Detailed case studies of high-value safety diagnosis projects are shared internally on a monthly basis. The initiative has fostered a corporate safety culture where every employee prioritizes operational risk prevention, establishing replicable safety management benchmarks for domestic natural gas purification enterprises.
