It is a concrete implementation of two top-tier national regional policies: the Guangdong-Hong Kong-Macao Greater Bay Area Development Plan Outline and the Guangzhou Nansha Comprehensive Deepening Reform and Opening-up Overall Plan (commonly known as the Nansha Plan).
