Recently, the Hunan Provincial Department of Industry and Information Technology released the 2025 Demonstration Entities List for the Green Manufacturing System. Sinopec Changling Branch has successfully been certified as a Hunan Provincial Green Factory.
This honor stems from the company’s persistent commitment to green development philosophy and its firm determination to act as a practitioner of ecological civilization. It also serves as a vivid example of multi-dimensional breakthroughs in building a complete green manufacturing system.
Guided by Xi Jinping Thought on Ecological Civilization, Changling Branch actively responds to China’s Dual Carbon Goals. In line with Sinopec’s requirements to build Green Enterprises and a Zero-Waste Group, the company has fully rolled out the construction of its green manufacturing system.
A special working group was set up exclusively for the Green Factory application. The team formulated low-carbon development targets and detailed task checklists strictly in accordance with General Principles for Assessment of Green Factory (GB/T 36132-2018). Responsibilities were assigned to specific posts at every level, forming a comprehensive green management mechanism featuring leadership coordination, full staff participation and systematic implementation, which laid a solid organizational foundation for Green Factory construction.
The enterprise has steadily increased environmental protection investment and carried out multiple key renovation projects, including flue gas emission upgrading, closed transformation of three discharge outlets, optimization of the sewage system at Yunxi Base, and reconstruction of rainwater monitoring ponds.
After upgrades, the emission concentrations of all pollutants are far below official limit values, and the capacity for environmental risk prevention and control has been greatly enhanced.
Driven by independent R&D plus technical cooperation, Changling Branch developed and applied multiple green technologies to tackle tough environmental issues such as suspended solids removal and high-COD wastewater treatment. It steadily advanced core environmental initiatives including clean production and solid waste reduction, lowering environmental impacts across the whole production chain.
The company launched resource utilization projects and dynamically adjusted the reuse ratio of production raw materials. Hazardous waste that originally required external disposal is processed into biochemical carbon sources for cyclic reuse. The measure cuts solid waste generation at the source and truly realizes waste-to-value conversion.
Intra-unit and cross-unit wastewater reuse schemes were promoted, and each workshop was encouraged to recycle cooling water and steam condensate water. The total volume of externally discharged wastewater was reduced, while the reuse rates of industrial water and recycled wastewater rose noticeably, enabling tiered and high-efficiency water utilization.
Distributed photovoltaic systems were rationally deployed across the plant to locally harness solar energy. Supporting measures including solar street lamps and natural daylighting design were adopted to lift the share of clean energy, injecting strong momentum into the enterprise’s low-carbon transition.
The company has passed third-party certification for four integrated management systems: quality management, environmental management, occupational health & safety management, and energy management, establishing a full-staff green operation framework.
An energy management center was built to support real-time energy consumption monitoring and intelligent scheduling. Strict protocols were enforced for classified temporary storage, legal transfer and disposal of hazardous waste, enabling full lifecycle control over solid waste.
Regular special environmental training sessions and public open-day events were held to popularize environmental knowledge, embedding the green development mindset into daily voluntary actions of every employee.
The provincial Green Factory title brings both honor and new accountability. Going forward, Sinopec Changling Branch will scale up green investment further. It will deepen ecological product design and green supply chain development, perfect long-term management mechanisms for the Green Factory, and accelerate the R&D and application of energy-saving and carbon-cutting technologies with higher standards.
As a benchmark demonstration enterprise, it will keep contributing to local ecological improvement and the green transformation of the whole petrochemical industry.
