On June 11, Sinopec Cangzhou Refining & Chemical Company and Haijiang Group held a signing ceremony in the central control room of Cangzhou Refining & Chemical Company to sign a cooperation agreement on the recycling of polymer materials. This marks the formal collaboration between a central state-owned enterprise and a private enterprise in the field of high-value utilization of waste plastics, jointly building a green circular industrial chain from recycling to regeneration, and injecting new momentum into the implementation of the "dual carbon" target and the promotion of coordinated development in the Beijing-Tianjin-Hebei region.
At the signing ceremony, Hu Jia, Secretary of the Party Committee and General Manager of Cangzhou Refining & Chemical Company, and Liu Haijiang, Chairman of Haijiang Group, delivered speeches respectively. Hao Jianyong, Deputy Chief Engineer of Cangzhou Refining & Chemical Company, Zhang Xuebo, Manager of the Planning and Operation Department, Li Wenshuo, Manager of the Development Planning Department, and Zhao Yan, Deputy Manager of the Development Planning Department, as well as Gao Qiying, Secretary of the Party Committee of Haijiang Group, Wang Xiaodong, Deputy General Manager, and Xing Lichang, Manager of the Marketing Department, attended the ceremony.
Hu Jia stated that the polymer material recycling project aligns with the important decisions and deployments of the Party Central Committee on ecological civilization construction and is an effective path for the green transformation of the energy industry. Cangzhou Refining & Chemical has long adhered to green and low-carbon development, actively exploring new technologies for the resource utilization of waste plastics with the support of Sinopec research institutes, receiving strong support from the group company and local government. Haijiang Group has built a dual-engine pattern of "environmental protection + technology," focusing on building a regional economic headquarters for the Beijing-Tianjin-Hebei region, and establishing a modern industrial cluster in Cangzhou. The cooperation between the two parties has a solid foundation and broad prospects.
Liu Haijiang stated that Cangzhou Refining & Chemical has been rooted locally for over fifty years, with a mature industrial system. Currently, it is actively developing a waste plastic deep processing project, planning to use waste plastic raw materials to produce high-value-added granules such as PP and PE. Haijiang Group, as a provincial-level specialized and innovative enterprise, a national high-tech enterprise, and a "green factory," has formed a complete industrial chain in the field of solid waste disposal and comprehensive utilization of renewable resources. It can stably supply 100,000 to 200,000 tons of high-quality waste plastic raw materials annually and can customize products according to production needs, possessing full-chain operation capabilities.
According to the cooperation intention, Haijiang Group will serve as a designated supplier of waste plastic raw materials for Cangzhou Refining & Chemical, providing traceable and reliable raw materials; Cangzhou Refining & Chemical will give priority to purchasing raw materials from Haijiang Group under the same conditions. Both parties agreed to expedite subsequent research and detailed consultations to expedite the formal cooperation agreement, ensuring that the concepts of recycling and green development are integrated throughout the cooperation, and jointly fostering a collaborative atmosphere for green development.
This collaboration represents a powerful alliance between a central state-owned enterprise and a private enterprise. It will help remove bottlenecks in the waste plastic recycling industry chain and is expected to become a model of green cooperation in the industry, achieving simultaneous improvement in economic and ecological benefits, and making new contributions to local circular economy development and the construction of a beautiful China.
