Sinopec Beihai Refining & Chemical Co., Ltd. (Beihai Refining) is a petrochemical joint venture established in December 2011 by Sinopec and Beihai Municipal Government, officially registered in Beihai City, Guangxi Zhuang Autonomous Region. Located in the Tieshangang Coastal Industrial Zone of Beihai, the company is Sinopec’s sole refining and chemical enterprise in Southwest China. It has maintained annual tax payments exceeding 10 billion RMB for consecutive years, ranking second among industrial enterprises in Guangxi. Its core operational indicators, including profit per ton of oil, labor efficiency per capita, and cost per ton of oil, steadily rank among the top three of all Sinopec refining enterprises.
Beihai Refining boasts a complete industrial production system, equipped with 16 major production units and 44 auxiliary systems covering sewage treatment and waste heat recovery. The core production capacity configuration includes 6.4 million tons/year crude oil pretreatment, 2.1 million tons/year catalytic cracking, 1.2 million tons/year delayed coking, 800,000 tons/year continuous reforming, 2.6 million tons/year diesel hydrogenation, 1.5 million tons/year catalytic gasoline adsorption desulfurization, 600,000 tons/year gas fractionation, and 150,000 tons/year benzene extraction.
It also supports refined product treatment units, 710,000 tons/year catalytic gasoline hydrogenation, 85,000 tons/year sulfur recovery, 80,000 tons/year MTBE production, 200,000 tons/year polypropylene, 500,000 tons/year aviation kerosene hydrogenation, 500,000 tons/year wax oil hydrogenation, and PSA hydrogen recovery facilities. After multiple capacity expansion and renovation projects, the company’s comprehensive crude oil processing capacity has reached 6.4 million tons per year.
The company has built a complete logistics and storage supporting system. It operates the 195-kilometer Zhanjiang-Tieshangang crude oil pipeline and a 3.2 million cubic meter commercial crude oil reserve depot for stable raw material supply. In terms of product outbound transportation, it supports the 1,325-kilometer refined oil pipeline connecting Beihai, Kunming and Dali, forming an efficient integrated pattern of oil procurement, storage, processing and transportation.
Beihai Refining produces a wide range of high-quality refined oil and chemical products, including gasoline, diesel, aviation kerosene, naphtha, polypropylene, petroleum coke, high-grade road asphalt, food-grade sulfur, benzene, xylene, and liquefied petroleum gas. Its diversified product matrix fully supports domestic energy supply, road construction, chemical production and daily consumer market demands.
Closely following Sinopec’s new development pattern of "One Foundation, Two Wings and Three New Growth Areas", Beihai Refining actively promotes industrial transformation toward "clean fuel + characteristic chemical industry" and accelerates the implementation of the national Maoming-Zhanjiang-Beihai petrochemical base strategy.
Adhering to Sinopec’s core brand promise of "Every Drop of Oil Is a Commitment", the company takes the lead in national oil product quality upgrading. It has completed the advance upgrade of National IV, National V and National VI standard oil products, and achieved National VI B gasoline standards four years ahead of the national schedule, leading the domestic clean fuel upgrading process.

Beihai Refining attaches great importance to green and low-carbon development, with a total environmental protection investment of 770 million RMB, accounting for more than 10% of the total project investment. The company has built world-class environmental protection facilities including advanced sewage treatment systems and flue gas desulfurization systems.
Adopting cutting-edge domestic and foreign clean production technologies and pollution prevention processes, the company realizes full-process and all-round pollutant emission control from raw material input to product output. Its sewage reuse rate reaches 100%, and all emission indicators are far better than national standards, achieving domestically leading clean production levels.
