CCIC Hong Kong and Sinopec Hong Kong Ink Lab Cooperation to Set New Benchmark for Central SOE Collaboration Overseas

On May 15, 2026, Sinopec (Hong Kong) Co., Limited and China Dragon Inspection & Certification (Hong Kong) Co., Limited signed a Memorandum of Understanding for oil and gas laboratory cooperation in Hong Kong. Wu Qinggao, General Manager of Sinopec (Hong Kong), and Zhang Jian, Chairman of China National Inspection Corporation (CCIC), attended the signing ceremony.

This strategic partnership unites two strong state-owned enterprises to deliver win-win results, and implements the SASAC’s strategic arrangement to deepen cooperation among central SOEs. It marks the launch of in-depth collaboration between the two sides in Hong Kong’s oil and gas testing sector.

Prior to the signing, both parties held work talks. As centrally administered state-owned enterprises, Sinopec and CCIC have maintained long-term strategic partnerships covering eight major areas: oil & chemical product testing, bulk commodity supply chain management, special equipment safety inspection, dual carbon and ESG services, new energy & hydrogen energy, system certification, metrology and calibration.

Sinopec (Hong Kong) has operated in Hong Kong’s oil and gas market for years. Its in-house laboratory boasts Hong Kong’s top-tier testing technologies and hardware facilities, serving as a core support for fuel quality control and safe production. As a recognized third-party service provider for Sinopec covering quality safety, low-carbon ESG and supply chain risk control, CCIC’s subsidiary China Dragon owns a mature third-party testing operation system, professional service capabilities and abundant market resources with solid experience in independent inspection services.

Guided by the principles of central SOE synergy, mutual empowerment and shared benefits, the cooperation will be rolled out in short-term, medium-term and long-term phases with clear targets and implementation roadmaps. Moving forward, the two sides will fully integrate their respective strengths to build Hong Kong’s leading Chinese-funded professional oil and gas testing platform. The joint initiative aims to boost the core competitiveness and market influence of the local industry, establish a new benchmark for coordinated operation of central SOEs in Hong Kong, and fuel high-quality development of Hong Kong’s oil & gas quality supervision and testing industry.
